An arrest warrant for Ulyssee Graham III alleges that he had 26 individually wrapped marijuana buds, weighing 15.6 grams, at St. Paul Apartments on Wednesday.

The 27-year-old Fletcher Street man is charged with possession with intent to distribute marijuana.

He appeared before a municipal judge on Thursday who set his bond at $2,500 cash or surety.

An incident report states that Orangeburg Department of Public Safety officers were patrolling St. Paul Apartments in the 500-block of Fletcher Street when they discovered a “suspicious blue in color Mercury Grand Marquis” occupied by two males.

The officer noted there appeared to be a strong odor of marijuana and a “long column of smoke” coming from the vehicle. Both front doors were open.

The officer stated that when the two occupants noticed him there, they quickly shut the doors of the vehicle.

Officers first spoke with the driver, a 20-year-old resident of the apartment complex.

He allegedly handed over a partially smoked marijuana cigar and a silver marijuana grinder.

Officers charged him with simple possession of marijuana.

When officers spoke with Graham, he denied ownership of anything in the vehicle.

However, when they searched the vehicle, they discovered a marijuana cigar located on the passenger’s side floorboard.

Officers also discovered a tan jacket where Graham was seated. Officers said they found the 26 marijuana buds in the jacket. His driver’s license was also in the jacket, the warrant said.

If convicted, Graham faces up to five years in prison and fine of $5,000.
