DENMARK – Charles “Mike” Shugart, a certified water treatment plant operator with broad experience in operating and maintaining municipal water systems statewide, has been named Director of Public Works for the Town of Denmark.

Shugart was formerly Superintendent of Operations and Maintenance for Richland County Utilities in Irmo. His experience includes operation and maintenance of waste water and water treatment plants, supervising staff, developing budgets and financial reporting. His work has also included inspections, reporting and permitting and facilitating state and federal grants for water system expansions and modernization.

“The Town of Denmark is very pleased to have retained the services of Mike Shugart,” Mayor Gerald Wright said. “His experience and expertise will add considerable value to our ongoing program to modernize the aging Denmark system and bring it up to 21st century standards.”

Shugart has also worked closely with the South Carolina Department of Health and Environmental Control and the Environmental Protection Agency with respect to its National Pollutant Discharge Elimination System permit program that addresses water pollution by regulating point sources that discharge pollutants.

During his career, Shugart has served as water treatment plant operator for the city of Clinton, General Manager of Goucher Water Company in Gaffney and Superintendent of Wastewater Treatment, Water Treatment and Distribution System Operator of Record for the town of Fort Mill. He was also department head and chief operator for the Chester Metro Water and Chester Sewer Districts.

He is married and has two children.
