Notice of Hearing Concerning Community Needs and Priorities
NOTICE IS HEREBY GIVEN that on Thursday, May 20, 2021 at 6:00 PM at
Stevenson Auditorium located at 979 Middleton Street, Orangeburg, SC, the City of
Orangeburg will hold a public hearing to solicit public input on community needs
and priorities for housing, public facilities, and economic development. The meeting
will be conducted in a hybrid format if COVID-19 numbers remain lower than 12%
positive. A rate higher than 12% may cause the meeting to be conducted virtual only
and will be available for live public viewing on the City’s Facebook account at https://
We will be broadcasting the assessment program on Facebook and placing a survey on our
website for feedback. At this public hearing, The City of Orangeburg will provide the results
of its needs assessment and the activities which might be undertaken to meet identified needs,
including the estimated amount proposed to be used for activities that will benefit persons of low
and moderate income.
This public hearing and the matters to be discussed are subject to the provisions of the Citizen
Participation Plan, developed in anticipation of participation in the State of South Carolina’s
Community Development Block Grant (CDBG) Program and the Federal HUD HOME
program, providing for the participation of the citizens of The City of Orangeburg in the
planning and implementation of community and economic development projects which will
involve CDBG and/or HOME funds.
The Citizen Participation Plan is available for review at the Orangeburg City Hall, 979 Middleton
Street, Orangeburg, SC 29116 Monday-Friday, 8AM–5PM. Persons with questions or comments
concerning the public hearing or the Citizen Participation Plan may contact John Singh,
Assistant City Administrator at (803) 533-6000 or reach out at publiccomment@orangeburg. Persons interested in making public comments via phone on the Zoom meeting must call
the City of Orangeburg at 803-533-6000 by 12 NOON on Wednesday, May 19, 2021 to be placed
on the call list.
