Calhoun to set aside money to repay bonds
By T&D Staff Wednesday, April 30, 2008ST. MATTHEWS, S.C. - Calhoun County Council on Monday gave second reading to an ordinance approving an intergovernmental agreement with Calhoun County School District to set aside and use certain fee-in-lieu-of-taxes payments for the repayment of bonds.
In other action, council:
* Gave second reading to an ordinance authorizing the sale of a small strip of land, next to New Bethany Baptist Church, to the church for $1,200 an acre. The strip of land is less than an acre.
* Gave first reading to an ordinance to add the “Shaw tract” in Lexington County to the joint Lexington-Calhoun Industrial Park. Under the state multi-county industrial park economic development incentive, Lexington County will receive job credits, while Calhoun County will get 1 percent of the fees.
* Due to rising fuel costs, agreed to a $10,000 budget transfer from contingency to Emergency Medical Services.
* Approved the $2,250 low request for proposal, submitted by Terracon, for the first phase of environmental studies on Sandy Run property that will be used for a new EMS substation.
* Agreed to allow the Caw Caw Fire Department to proceed with plans for a concrete pad at the Murph Mill substation, pending funding approval from the County Transportation Committee.
* After bids came in higher than estimated, agreed to fund the balance of the Fort Motte Community Center project. A federal HUD grant will provide $149,115, of which $17,296.40 has already been spent. The renegotiated bid for the project is about $149,800. Councilman James Haigler suggested that a board be appointed to oversee the center.
* Received as information, a report from the administrator that the main line of the water expansion into the Fort Motte area has been completed. Hydrants on the line can all be used by the fire departments, he said.
“I’ve been assured by the engineers that the hydrants are there for that purpose,” he said.
* Due to the Monday, May 26, Memorial Day holiday, agreed to cancel that regular session and meet one week earlier, on Monday, May 19. The May 12 session will be held as usual.
* In closed, executive session, received a legal briefing on personnel matters concerning the assessor’s office from the law firm of Gignilliat, Savitz and Bettis.
