Norway mayor fires longtime police chief

NORWAY – One of Orangeburg County’s longest-serving police chiefs was dismissed Thursday after receiving a hand-delivered letter from Norway Mayor Brad Fogle.

After serving for 17 years as police chief of the town of 369, Jim Preacher is out.

“I can’t believe it,” Preacher said. “I guess from what he’s saying, he’s mad at me. I guess I made him mad.”

Fogle declined to go into specifics Thursday. He did confirm Preacher had been dismissed.

“I can’t get into the reasons behind the termination,” Fogle said. “All I can really say is the decision was made in consultation with town council.”

But one councilman says the whole council wasn’t consulted.

Norway Councilman Ken Bates said late Thursday he wasn’t asked to attend any discussions on Preacher’s future with the town.

“I called the mayor this afternoon to ask what was going on,” Bates stated. “He said, ’What do you mean? I don’t know what you mean,’ and I said ’With you firing Chief Preacher. What about those secret meetings you’ve been having?’ He said, ’I already knew your position.’ I think I should have been invited to be there, don’t you?”

Bates said he had not been entertaining the notion of firing the police chief.

“I felt Jim Preacher’s done more for this town than anybody else,” Bates said. “He’ll help anybody that needs help.”

It’s Bates’ contention that Fogle met with at least three members of Norway’s town council in recent weeks without inviting the councilman who may have had a dissenting opinion.

Bates said he believes the meetings centered around Preacher; however, he said he doesn’t know what transpired during the alleged meetings.

“I don’t know, I wasn’t there,” he said. “I can’t say what happened since I wasn’t there or invited to be there.”

Fogle, who was elected mayor last year, said “I felt like I wanted to have the right people in the right places. I think the taxpayers need to get all they can for their money.”

Preacher produced a copy of the hand-delivered letter given to him when he was summoned to Town Hall for a meeting at 3 p.m. Thursday.

In the letter, there are 12 reasons given for the firing, including allegations Preacher insulted former employees, violated the mayor’s police policies and slammed a door “in the presence of two potential contractors.”

Some of the 12 reasons given:

n “You cursed a Town police officer in the presence of a town citizen. When I asked you about this you confirmed the action but said you had later apologized to the officer.”

n “When the town decided to bid out the operation of the waste treatment plant I put together a set of requirements and asked you for input. Your response was only: ’You do not have a clue.’”

n “On two occasions you failed to provide information back to an individual who needed a utilities tap. In both cases the individual had to come a Council meeting to complain before appropriate action was taken.”

n “You angered a local businessman when you told him that he was not allowed to work on Town vehicles. You were never instructed in this manner. You were told to use local businesses instead of out of town dealerships. You asked me if I approved of your using another local business but I never limited you to only that business.”

Preacher did not agree with most of the allegations, although he did admit he angered the local businessman.

“Yeah, that’s true,” Preacher said. “That’s his brother.”

Norway native and lifelong resident Debbie Durr said she was shocked.

“I just think Brad’s young and inexperienced,” Durr said. “He doesn’t realize he has a group of people here who are ready to ask him, ’What were you thinking?’ There’s no one in this town who loves people more than Jim Preacher. I just can’t imagine.”

At 61, Preacher said at this point he plans no appeal of Thursday’s dismissal. He simply said, “I guess I’ll go out and find another job. I don’t hold any ill will. I’m not mad at anybody.”

Meantime, the town isn’t actively searching for a new head of police, Fogle said.

“We’re certainly not looking for a police chief,” he said. “We still have our officer on duty, and I’ve spoken with Sheriff (Larry) Williams” to plan police coverage.

While the town may not be searching for a new chief, Durr said she plans to take action with the help of several area residents.

“We’re going to see what needs to be done, get together a petition,” the school teacher said. “If you have an emergency, he is there. It’s like a death to me.”

He wants to talk about people hiding behind a web-site...but what about him hiding behind most of the Winchester and Williamson Way people. Or maybe they hide behind him..and he allows it. Lets just say that I would know where to go get my loot (safely) if I wanted it. ANd as for all of you NORWAY LIFETIMERS...Get a grip..are you really that scared that your dogs might end up choking on poison...or that your utility shed might burn to the ground...YOU ALL KNOW THE TRUTH...Hopefully SLED will have the rest of the truth out soon enough. " It's your Grand American Coon Hunt, your Rose Festival, your Frog Jump, your Chitlin' Strut, etc. etc. If tourists get a bad taste for the area and don't come back, you and the people in other communities in your state have to live with it. Same for the SC coast. Every time a family in North Carolina or Greenville or Spartanburg or Ohio decides to head to the Gulf coast or the Georgia Coast or where ever because they got a real bad taste of South Carolina on their one visit to SC - and Norway isn't the only town we're dealing with -it's a national problem-try the google news for "speed trap" and read up on it-some states have dealt with the problem by legislation- somebody -actually the many small businesses that cater to tourists in South Carolina lose. For every one person who writes on one of those speed trap website, statisticians can tell you that can figure there are several thousands more who don't complain but pay the fine and move on-but probably remember the incident forever. Goodness gracious. This is a national problem. Town infrastructures are rotting away; the industrial base of your state is practically gone. The factories that surrounded you are all gone or going away. Tourism is a huge business for you. Why let a few small towns ruin it? ..... but here the the reporter writes stories taking up for one side or the other in a local dispute. But I guess that's why someone writing for the Soprano's television show can make a fortune writing in analogies about the rotting infrastructure of the Northeast and get paid big bucks. This is about reporting the story behind the story. See the big picture here. These petty local disputes should not be the focus of good reporting. You've got good material right where you live. Take advantage of it. "

" Superflous Man.. Speeding thru town is a law that we dont mind the chief of police enforcing to the fullest. Norway has alot of kids that cross those streets and has had one die from a being hit by a vehicle a few years ago. I mean speeding is breaking the law.. so whats wrong with that?? The speed limits are posted before you get into town limits. I could see if people are getting stopped for no reason at all. Preacher definately deserves to be fired for other reasons aformentioned, but not for ticketing speeders thru town. "

The driver loses his safe driver discount, his insurance rates go up, and the insurance companies pocket much more money than the town. Since most of these insurance companies "reside" outside of South Carolina, can you guess where all that money goes? It certainly doesn't stay in South Carolina. People need to be ticketed for speeding and driving offenses. I am not opposed to that one bit. But the little towns that set up situations in which a huge number of people get "caught" because the speed limit drops abruptly is often a sign that there is an intentional desire to catch many people who probably ordinarily drive the speed limit. I don't live in South Carolina, but still love the state and still have many relatives there. I hate to see a few small towns hurting the state financially. I think someone really ought to do some research in this area to see how much the towns with a speed trap problem cost the state. Short sightedness in these matters often extends to local governments. I do understand that there are huge funding problems for small towns in South Carolina. Perhaps politicians in the state should help set up a rational policy rather than allow these short sighted policies to continue. Incidentally, in my experience South Carolina has excellent Highway Patrol officers. I've never hear these kinds of stories about highway patrol officers or sheriff's departments from the local people that I visit when I'm down there. It's always the small towns that I hear about. I don't know the officer in question and have no opinion on his fitness to be the town police officer. I'll let you folks battle that out. I'm just interested in seeing the state adopt a sane policy that can make all South Carolinians feel proud of their state and one that also won't hurt the states tourist industry. Perhaps this newspaper or another one can devote some time to this statewide problem. Norway isn't the only town in South Carolina that has a "reputation". "

What good is this doing for either men and what good is it doing for their families? I believe that Mayor Fogle and Town Council took in all the good that Mr. Preacher did but the negative actions out weighed the postive. " Its about time that someone put preacher in his place. I have lived in Norway for decades and Mr. preacher has given this town a crooked reputation. I heard thats why he came here from the low country years ago because he couldnt get a job in the neighboring towns becasue of his track record. This town has needed a change for many years, starting with removal of preacher from his position. This is a step in the positive direction. Mr preacher had his favorites. Such as some local farm owners who he would let their workers drive company trucks through town unlicensed. Im sure they will miss him greatly. He also liked to police outside of his jurisdiction. He has been seen at wal-mart parked in the striped zones closest to the store while in the town of Norway police vehicle. He has also cost the town lots of money by cutting through fiber optic telephone lines multiple times trying to be mr fix-it with the water system. Thank God we now have a proffesional water treatment worker. No telling what we were drinking before. It was said that DHEC was about to fine the town of Norway for inproper procedures with the water system during preachers reign. I here he also tried to be the chief of the local fire department by trying to take over the scene during vehicle accidents and fires when he should have been worried about crowd control and traffic. And the two person interviewed in the paper were almost irrelevent because they were in the same family, a family with close personal ties to mr preacher, and one doesnt even live in the city limits. Where are the interviews with the people who are on the other side of the argument. Nice one sided aregument maybe we should hear from someone that mr preacher doesnt have in his back pocket. I feel brad has made the right decision and i am behind him 100% this was a decision in the towns best interests and the most the town will lose is a rude, gas guzzling, wannabe water system technician, wanna-be fire chief, and sorry excuse for a police chief. Somehow i think the town will recover. But i just dont know how well ill sleep knowing that big bad preacher isnt prowling the streets. "

If all of you were so unhappy with him, did you attend any town council meetings to discuss having him ejected or fired? I mean, you only had 17 years to do it. You elected the mayor(s) that kept him there. Let's face it, there are many people here complaining about the chief, let's talk about your new mayor. I worked as an officer there some time ago. Your mayor at one time refused to let any patrol car leave the town limits for any reason. You might say good, but he also said that you are not to back up Orangeburg County for any reason, North, ect. The speeding tickets in the town are the main source of income for the town. They are not, as directed by the mayor, written as the standard speeding statute but as a town ordinance with a minimum fine of 250.00. The mayor encourages officers and requires the chief to write these tickets because all of the fine goes to the town. This is what pays the officers and the main source of revenue for the town. This is all happening while the mayor is getting grants to refurbish the old school and make it into a museum. This is hilarious. I mean, I don't want to make wise cracks about the little town, but who is going to come visit a museum in Norway, SC if there is a chance of getting involved in dirty politics, have little to no police protection,possibly get a 250.00 town ordinance ticket by a class 3 limited duty police officer all to refurbish a building that the only relic in it will be pictures of Jim Preacher. You people need to get this young, ignorant mayor and all the council members out and move into the 21st century. "

" As someone who lives in in a state other than South Carolina, I've got to say that all those speeding tickets that they give out in Norway aren't all bad. After all, the people who don't slow down quickly enough to get to the posted 30 or 35mph speed limit deserve that ticket anyway. And the auto insurance company executives headquartered in my state just love it. After all, when someone gets a speeding ticket in Norway, the town pockets less than $100.00. But the insurance companies get to jack up the rates of the miscreant for three full years. It usually amounts to far more than $1000.00 And all that extra money coming into our state helps keep profits up at the insurance companies here. They do like to build fancy headquarters for the insurance companies and the CEO's deserve those huge salaries too. And what a bonanza for the local construction trade when they enlarge the buildings. We love to hear that sound that resembles a vacuum cleaner sucking money out of the State of South Carolina. It helps the insurance company profits and it helps the local econmy here. The insurance company has more money to give to stockholders. On behalf of the insurance companies here, make sure that the next guy the town hires is as good as handing out speeding tickets as the last. After all, you're helping your out of state friends in the insurance industry. (and the town of Norway gets a little something too). And the speeders deserve that ticket anyway. Just some food for thought. "

" Praise God the big bad bully is gone. I grew up in Norway and know of the terrible things which Preacher has done, let slide, and allow criminal activity to occur. He has his picks on the African American side of town as well as the cacasian side of town. He lets certain ones get away with murder while he comes down on others. Oh yes he is rude to the 10th power. No one knows the reign of cirminal activity that he has allowed to take place in Norway. There is no growth there, and no one wants to make it a permanent home b/c of the good ole boy mentality. There are no job opportunities at all. Oh and when HKT won the basketball tournament 2 years in a row you ought to see the pitiful signs they have up as you enter Norway. Red and green signs where the mention of the basketball tornament is at the bottom of the sign...now tell me who can see that........Defintely a change is needed and the change is here. Because the town moral is low, the citizens of Norway moral is low. There is no growth there at all. Again I thank God above for the removal of Preacher because he thought he was aboce the law but as you can see the law was and is above him.........It's been a long time coming....What goes around comes around "

" I left Norway yeats ago.. but my family remains there. It's a shame that the town hasn't shown any signs of progression in all of those years. It's the same ole Norway from the 1960's, nothing has changed. Instead of focusing in refurbishing the Old Willow high school, do something that is going to enhance the lives of its residents. Like louring more businesses there so some of its residents can work, find grant money to help some of the elderly renovate thier homes who live in the community, or grant money to help build more affordable housing. Since you are refurbishing the Old Willow high school, consider adding a baseball diamond on the campus, adding a track around the football field,etc... start a town recreation department with little league, softball league,etc... give the kids something to do, instead of just walking the streets or playing basketball in the park. "

Preacher has been doing a lot of mean things to people during his tenure; and sometimes he can be fair. I feel like they should have gotten rid of him when it counted most. This story does exactly what Brad Fogle has tried to avoid since becoming mayor, and that's looking at things from one perspective. " Good Riddance.. Jim Preacher has one of the nastiest attitudes that I have ever seen. I live in Atlanta but my hometown is in Norway. I took my mother to town hall for assistance with a matter, The Chief came to the door and told her he was busy and basically slammed the door in her face. He was so rude. Jim Preacher may do alot for the people on the other side of the railroad tracks in Norway...but he definately has no respect for the ones on the other side with the run down dilapidated homes. "

" Unbelieveable !!! Jim Preacher is the best thing that ever happened to Norway. He is always there when you need him, no matter what the cause. When Brad was running for office, Jim was relentless in asking for the peoples votes to have Mr.Fogle elected. I think it's an injustice and hopefully Mayor Fogle will see that he's made a huge mistake. If there is a petition to have him placed back in office as our policce chief, I want to be the first person to sign it !! "

" As if the town of Norway had a lot of "local businesses" to have the town cars repaired at. That part was really quite humorous. But is this the guy that used to give out speeding tickets like candy to tourists and caused many people to find a route to the beach other than 321, thus hurting business in towns other than Norway? I don't know if he is or not, but if so, good riddance! If the town of Norway could clean that act up, it sure would be a blessing to the the rest of the state. "
